Whoever wrote this and the States that are attempting the NPV Bill are fools! Such laws by Congress or the State Legislatures are - UNCONSTITUTIONAL! As are the laws in Maine and Nebraska to allocate their "electoral votes" based on the proportion of votes each party receives in those states - which are - UNCONSTITUTIONAL! The electoral vote count based on the laws of those states can not be legally applied and are not so applied, when the Electoral College meets.

No act of Congress or of State Legislatures via a law, can amend the Constitution and its provisions for the Electoral College determining the President. They would need Congress to pass a Constitutional Amendment, or a Convention of the States to pass such an Amendment, and then 38 states would have to ratify such an Amendment to the Constitution.

They will never be able to achieve such ratification of 38 states! You people need to go back to high school and study the Constitution! What fools!!!
